ABOUT
Serge is a seasoned professional with more than 30 years of experience in the Ontario Public Service providing leadership in the domains of environment, energy, financial and economic policy. He has held several senior positions in the Government of Ontario including Deputy Minister of the Environment, Conservation and Parks, Deputy Minister of Energy, and Assistant Deputy Minister at the Ontario Financing Authority (OFA)/Ministry of Finance.
Over his distinguished career in public service, he has played a leading role in developing and implementing numerous high-profile policies and initiatives. During his tenure at the Ministry of Finance and the Ontario Financing Authority, Serge worked on the restructuring of Ontario Hydro, the creation of Ontario Hydro’s successor companies, and the development of the Ontario Nuclear Funds Agreement (ONFA). Serge also served on the Board of Directors of the Ontario Electricity Financial Corporation (OEFC) from 2008 to 2018. In addition to his work on the financial aspects of the electricity sector, Serge led an interministerial team, including external financial and legal advisors, to extend Teranet’s exclusive license for land registration services.
Serge served as Deputy Minister of Energy for six years, leading the development of the 2013 and 2017 Long-Term Energy Plans. He also oversaw the Hydro One IPO, one of Canada’s largest IPOs. The successful execution of the Hydro One initial public offering (IPO) required cross-government coordination with senior management and elected officials. He provided guidance and led government oversight of the negotiations between the Independent Electricity System Operator (IESO) and Bruce Power that led to an agreement to refurbish the remaining six units at Bruce Nuclear Generating Station, with a total investment exceeding $13 billion. He also worked with Ontario Power Generation (OPG) to secure government approvals for the $12.8 billion Darlington Refurbishment Project.
Serge supported Ontario’s efforts to strengthen Indigenous relations, including broadening the ownership of Hydro One to include the First Nations of Ontario, enabling Indigenous participation in clean energy contracts, and expanding electricity infrastructure to remote First Nation communities through the Wataynikaneyap Transmission Project.
From 2018 until his retirement in 2024, Serge served as Deputy Minister of the Environment, Conservation and Parks. In this role he provided policy advice and direction in developing and implementing Ontario’s Environment Plan, aiming for a 30% greenhouse gas (GHG) reduction by 2030. The plan’s development also led to successful negotiations with the Government of Canada for an Ontario Emission Performance Standards (EPS) program and subsequently the development and rollout of Ontario’s Emission Performance Program. Serge advised on modernizing Ontario’s environmental assessment and permitting processes, including the development of new legislation and regulations. He also helped to update the policies on environmental compliance, pesticides and species at risk.
Outside of work, Serge enjoys spending time with his wife Sandy and two daughters - Laura and Rachel. Serge also enjoys playing golf and cooking.
