Carla Y. Nell
Carla has more than 25 years of experience working in both the private and public sectors and brings a unique blend of expertise in municipal finance, taxation and assessment matters to Sussex. Throughout her career she has provided policy support and strategic advice to municipalities, school boards, provincial governments and other key stakeholders. Carla is well known for her ability to resolve complex issues and achieve outcomes that are rooted in sound public policy.
Prior to joining Sussex, Carla was the Vice President of Municipal and Stakeholder Relations at the Municipal Property Assessment Corporation (MPAC). Her career has also previously included being a principal at a property tax consulting firm, serving on the MPAC Board of Directors, and being a part-time professor at Seneca College’s Faculty of Business (Legal and Public Administration) in both the Public Administration and Real Property Administration programs.
Highly regarded as an expert and thought leader in the municipal finance and property tax communities, Carla is a regular contributor to various industry publications, has spoken at numerous conferences with provincial, national and international reach, and is a co-author of the monograph Serving to Your Potential: Enhancing Strategic Influence in the Treasurer’s Office.
Carla holds an HBA from the University of Ottawa, completed her Master's degree at Western University, and is a paralegal licensed by the Law Society of Ontario. In addition, she is as an Associate of the Institute of Municipal Assessors (AIMA), holds the Professional Land Economist (PLE) designation, and is a member of the Municipal Finance Officers Association (MFOA); the Association of Municipal Managers, Clerks and Treasurers of Ontario (AMCTO); the Canadian Property Tax Association (CPTA); and several other relevant organizations serving both the public and private sectors.
